I'm with LX Mike. That's a pretty involved question without knowing what you want from your car. I wouldn't do any engine work until you have money to make an impact. Don't do a cam unless you can afford heads or vice versa. Heads will make power regardless...but a cam will really wake them up. And a cam with stock heads is kind of a waste. A good suspension is always a great start, but if you're not looking for a corner carver...then it can take a back seat for a while. I've seen some speed density cars with bone stock motors and EXTREMELY well prepared suspensions run high 12s (read: VERY high 12s). But hey...12s are 12s. In any event...what do you want from your car?
