I found out that some cars may be exempt from that law if:

1) The car is driven less than 5000 miles/year
2) It is a classic, antique or street rod
3) If the smog equipment wasn't originally equipt on the car.

That's good for me because I won't ever drive my '82 more than 5K miles a year and plus I'm going to look into getting classic plates for it.
I know it's not original anymore but I've been talking to people who have classic plates and they said you can pretty much take a picture of any classic car and say it's yours i order to get classic plates for the one you have. I don't know if that's true or not but I'm going to find out though.
