Default Flunked E-test

Well I took the Stang for an e-test yesterday and it went so-so even though it failed the test overall.

It passed the rolling test, but failed the idle portion of the test due to the HC's being way too high.

Does anyone know how I can manage to lower the HC's so that I'll be able to pass the test?? I can post the testing numbers if needed.

The car is currently setup with the combo below, timing 14*, fuel pres. 36 psi, brand new cats (5 days old, non-air style), no EGR, no air pump.
