These cars that we have are getting up there in age and this is normal.
If you think thats bad, you should see mine! I have wings down there and my foglights just google out at you. This is why I'm switching to the nicer earlier 85 bumpers.
Anyhow. This is the natural sag of the bumper. If you were so inclined, you could add a support under the foglights and run it up to the underside of the bumper or the foglight bar.
