Default Front Sway Bar Clamp....

Hay guys/gals....

I was crawling underneath my brothers 95 Mustang inwhich he is letting me drive for the summer, and noticed that the drivers side clamp is broken which I believe is supposed to tie the sway bar to the frame. Is this something that should be fixed immediately??? I'm not a knowledgeable mechanic and if I follow the black sway bar it leads to what looks like the tie rod. With the clamp being broken (the rubber boot is still present) is it putting undue pressure on the tie-rod end??? I can take a picutre tomorrow, just incase I'm not explaining myslef clear enough......
