That's how I adjusted mine. At first installation, the rear tires would break loose first in a quick stop. Very scary fish tailing panic stops. I just continued to lessen the pressure to the rear drums until the front tires would barely skid without locking up the rear tires. Took some trial and error testing to get it right where I wanted it.

I don't mean full blown lock the tires stops, just very quick stops where you barely hear the front tires squeal without rear wheel lock ups.
