Yeah, you need more heat. I'd be hesitant to weld on any axle housing without 220V. Crank that sucker full blast and keep your electrodes hot(like warm them in the oven). If the electrodes get any moisture at all they're ruined. You're going to have to determine if the weld is strong enough, but if you're having trouble getting the arc started, that's a big sign that the amps aren't high enough for the thickness of the steel.
