Yeah i'd say that is pretty low, Did they have a wide-band o2 sensor hooked up? Something isn't right if the power is that low, maybe the dyno wasn't calibrated correctly. If the car isn't missing or pinging, if i was you i'd just take it to the track. You can't BS on how fast it actually is, but i have heard of some dyno numbers saying low or high numbers (depending on corrections and calibration) and the car running completely different.
