The heavy wire goes to the heavy post, light wire to the light post of the starter relay (on the starter). Right now you are constantly energizing the relay and with the light wire to the starter body are only providing limited amperage to the starter motor. It'll spin, but it doesn't have enough oooomph to throw the bendix. Reverse the wiring at the starter.
