The cheapest way is nitrous and slicks. But if you want heads, etc. The cheapest thing is to find a set of GT-40's (not the P's), or a set of C9 or D0 casting 351W heads. Now if emissions are a concern the D3 or 4 heads are the same as the earlier ones, with air passages in them.
Porting the stock heads will help, but you might as well step up now and when you get your turbo kit you'll be that much better in the long run. Either way you do it, you'll have lots of fun with a turbo in the end!
