The range of prices you were quoted are reasoonable for a daily driver paint job. The lower end will be with poor quality materials and will not hold up in the long run. I'm repainting my own car and the paints and related supplies are about $1000. This does not include the body work that I'm doing myself. So you can see the $700 job that includes "patching" the rust will not have quality materials. It is best to bite the bullet and have the rust removed and replaced with metal. $3000 to do a "good" job with metal patches is reasonable, but will probably not win best paint awards at shows. Check for rust on your floorboards and cowl area before commiting to a high end paint job.
