My '66 with a 306 CID produces 300-310HP, depending whether you are using standard dyno conditions or SAE. With my C-4, rated at about 75% driveline effifiency, I get 223.3 SAE HP at the rear wheels (DynoJet). 223.5/.75=298 SAE HP. Add 4.5% to get standard dyno conditions and this is about 311 Hp. Look at my sig for my mods. I'd expect 1 HP/CI with your set up if it's tuned well and with good short block and head prep.
I had to do a lot of small stuff to get mine. Windage tray, crank scraper, Roller tip rockers, stub stack, home made cold air/ ram air system, under drive pulleys, optimizing fuel delivery and spark curve. Lots of trial and error here over a quite a while. I bet you can get 1 HP/CI if you work at it.
