The term steel crank indicates a forged crank but I would be really careful since someone selling this crank could incorrect. The only 1969 302 crank that I know of that was forged was the Boss 302 crank. The forged crank and the cast crank are supposed to have distinctive sound differences if struck with a hammer or wrench or something.
If it is a cast crank I would guess around $50-$100. If it is a boss 302, good question. If it is as aftermarket forged crank, $100-$200 (just a guess here).
The cast 302 crank is supposed to be pretty good for high rpm use. I would guess 6500. the forged crank in the boss was good to around 7500 I think. I don't know how smaller jounals will effect upper rpm range, but it should wind up faster, less angular momentum.
Some of our more experienced engine builders can probably give you better info.
