Sounds like a problem called heat soak - you are basically baking the starter to death. There are two options that I have used in the past to reduce the amount of radiant heat from the headers. You can use a special heat tape/header wrap made for this purpose and wrap the header to insulate the area where the header passes by the starter. The other is to make up a heat shield to fit between the starter and the header. The shields I have made in the past consisted of sandwiching a piece of heat resistiant material which is avaliable at most speed or rod shops, between two thin pcs of aluminum. You will probably have to get creative on how to mount it based on your situation. Good luck!
