Your cousins holley may not be tuned for your engine. I used to run a Carter 600 and always had problems keeping it in tune, bought so many trick and super-tuning kits now that I know that the Carter-Edelbrock carb design sucks for performance compared to Holley. What secondary jet size do you have? I might have said to check those before you said you used a different carb and it still did it. Do you have a fuel pressure gauge, they aren't much and you can mount it inside the cabin if you use an electrical gauge. If you haven't tuned carbs before they are hell to learn and easy to get frustrated. I have a Holley 700 DP and the blue pump and reg on my 289, but I have a high rpm cam and single plane intake and it runs like a champ on the street as well as ocasional track use.
