If you're considering Edelbrock heads and manifold, why not get their coordinated kit and include their street cam too. That combo should be just what you're looking for with the low end torque for street application.

On the short block, use cheaper hypereutectic pistons if no N2O2 is planned. Stock rods (at least resized and better new) should do OK for what you describe. Do be sure to use after market rod bolts from ARP or Pioneer.

You'll need good headers and a good exhaust system to make all this other stuff work.

All this new stuff is going to cost multiples of that original $1000 budget.
