Anyways, those a great heads. Theres no reason not to mill them unless you plan on a blower. The compression can only help. I completely think you can get 350fwhp out of those. Just get it tuned well once you put them on. Also go with the 24's. My car still runs rich with 24's and 36psi as it is.
I really think if you get a good cam to match it all you'll hit 107mph. Given decent weather and a good tune and all.
