So these runs are with the 3.55 gears right?

97mph with a C4 should get you high 13's with some good traction. Either borrow some tires or there are a few other things you could check.

You mentioned your timing. Is that total or initial? You should go around 30-32 degrees total timing I would guess would be good for your car. Also how is your distributor curved? You should get some softer springs and get your full advance in by 2500rpm or so.

Also if you have your stock fan you should pull that out and put in a electric. You can get a 16" perma cool electric fan for only $77 from JEGS. It cools my car much better than stock and comes with everything needed to mount it. That alone may get you your 13.99 there.

Also those holley carbs need tuning try playing with your jets.

Also dont forget when you get there air down those back tires to about 18psi for better traction and air up the fronts to about 45psi for less rolling resistance.

Your almost to the 13's Just a tenth and a half to go.
