There are a few requirements for a spoiler to be effective. One is that is has to have alot of surface area. Another is that it has to be high enough that it is out of the turbulent airflow that is near the surface of the car.
I would guess that the stock spoilers on any of the GTs do very little to produce downforce at under 100mph.
For a spoiler to be effective, it either needs to be a large lip style spoiler or a tall wing.
Now the '00 Cobra R is a different story. The front air dam and rear spoiler are very effective, but whether you like the look is up to you. I have seen a magazine article where they drag tested one and removing these items actually gained them a couple tenths in the 1/4. This would indicate that they produce a decent amount of downforce because to produce downforce you also produce drag, and Ford didn't put those parts on just to look outrageous and produce drag.
