A Saturn can probably do 120 because they're aerodynamic, not because they have power and are quick. Top speed is no indication as to how quick a car is. I put fart piped Saturns in the class of ricer.
As for L.A., the ricer craze probably started there. This, to me, means that the smog makes them retarded or something. They SHOULD crack down on those people.
