ARGHH, this reminds me too much of school, i'm in a math degree program for C&O. (which I'm not at right now, I'm working!!)
But, I'm pretty sure that no solution exists, since we are looking for (in graph theory terms) a complete bipartite graph drawn on a 2-dimensional plane with no overlapping arcs.
