Opening up your intake and exhaust are always good ways to get some low cost horsepower. Stay away from any headers untill you get some heavy mods, but a cold air intake, H or X pipe, and a cat back exhaust will give you a nice boost in power while giving your car that classic muscle car sound.
If you are looking for more power so you can out run the next guy at the next redlight, the best bang for the buck mods you can do is put in a set of gears. Now what ratio depends on your trans. and how/where you drive, but usually 3:73's for a 5spd, and 4:10's for an auto work great.
A chip really won't do much untill you have some heavy mods like that from a power adder like a supercharger. It can help your shift points if you have an auto, but there are cheaper shift kits that can do that job just as well or better.
