If you go to any respectable shop that turns out quality work, you shouldn't have to ask...
The number of coats of base also depends on what color you are spraying the car...typically 3 to 4 coats...DEPENDING ON THE MATERIALS
As far as the clear coat is concerned, everybody talks about 4 or 5 coats...not necessary. Two solid passes usually does the job..one again it depends on the materials...
Everybody is going to have a different answer to this one though...
Take it somewhere that is known for quality and you'll be all set...if the car doesn't need any serious prep work (body work), then 3 g's should score you a pretty nice squirt.
