If you are sure you are using the correct tool and it is engaging in there, then the lines are just simply "stuck" together...give it some more elbow grease man...
Also, you could get the heads off with the fuel rails intact. It kind of sucks, but you could pop the rail off of the intake and swing it over to the passenger side of the engine compartment. It will be in your way, but at least you can accomplish your goals for today...and worry about the damn thing later
