Exclamation Car overheating - need opinions

The car is a 90LX 5.0
My car is loosing coolant bad from what appears to be the overflow tank. What would be causing this? It's coming out of the spout at the top of the tank. It looks like the tank is getting too full and it's running over. Which way does the coolant flow through the radiator? Does it come in the bottom hose and out through the upper?

My opinion is that my radiator is getting plugged up and it's pushing the water over the top before it can make it's way through the radiator. But that would only be the case if the water enters the radiator on the driver's side through the lower hose. Thanks.
