Supercharger or stroker for a 351W??

Which application is better for heavy street use and emissions tests? I have the opportunity to get either a small supercharger or stroke the motor for about $300 less. I want to be in the 450HP and 500lbs of torque. What type of HP#'s could I expect from a 351W with aluminum Edlebrock heads and Fuel Injected with roller rockers, Cartech Fuel system and a small Vortech super vs. a 393 stroker with the same setup below in signatures?
