Question 69' Steel 302 Crank - Infor anybody?

I'm asking for any information pertaining to a 1969 Steel crank I am possibly going to purchase. It has the $ sign and B designating steel, it has been freshly cut 20under...does anyone know how much a crank like this costs, what type of steel it is made of, I have heard it is forged from several people-is this true, also has anyone used a crank similar to this and what RPM range it is good until...thankyou for your help!!!!
