I've been thinking about deleting my power steering and going with an electric water pump. How much HP will this free up for me. What would the E.T gains be worth?

If you delete the PS be sure to go with a manual rack&pinion. I have done both things you are asking but have no before and after times yet. I can only imagine it's gonna free up a good amount for just losing the drag. On the optimist side I would suggest 10-15.

Bad bad idea, that Rack and pinion is not made for a long period of hard manual use. Especially your steering joints. The valves in the R&P will eventually fail or lock open, you'll be turning the steering wheel half a turn before the tires even move after too long. I've heard of steering joints breaking too, could be very dangerous. Unless of course there is something different about the 1982 R&P that I don't know about. maybe they were bullet proof that year. But good luck, either way, I think you'll free up some ponies.

I simply cut the lines on my power steering rack and plugged them off. Been running it like that for years. My car is a track only car if it was a daily driver I couldnt leave it like that.

I have seen people go with the electric water pump and experience very marginal gains. Not worth it for a tenth IMO. The power steering pump doesnt rob any HP unless you are turning. I removed mine to shed some weight.
