I had the same problem when we put a 351 in my 87. Headers were too close to the starter. Ended up wrapping the headers on that side and putting a shield around the starter. It does ok now, except on really hot days, then may have some delay.
You might try one of the small high output starters also. Also use a 1000 cranking amp battery.
