I would check the Idle Air Control solenoid. It is on the front of the upper intake, just below the running horse. There is an adjustment screw under the black cap located on the top of the solenoid. Under a cold start the IAC should open (just like opening the throttle plate) and allow the motor to idel higher. Mine usually will idel around 1000rpm.
