Default Water temperture sensor?

Can the water temperture sensor cause the vehicle to run in open loop mode? Does the computer use that sensor on the intake to decied rathier or not it should stay in open loop to warm up the engine. The engine is warming up for sure now but the gauge says under 130 all the time and sometimes it will go up to170. I feels if it is effecting my power when ever the gauge reads higher then 140 i feel as if there is more power. (could just be my imagination)
