I think they have batteries in the hand held activator. If removing the negative battery cable does not work you might try replacing the battery in the activator. 1995....hmmm maybe the battery is dead.
This is not the keyless entry with the number pad on the door is it? I din't think Mustangs had those. I had a T-bird that did though. Is it stock or is it a Viper or something after market. Those can be more complicated.
