Default Fuel Pressure?

I have a stock 89 GT 5 speed. It has been sluggish for a while so I thought I would check the fuel Press. Turn the key to on and press is 15 psi. About 3 seconds after it hit 15psi I can here a klick and press drops to zero in les that 10 seconds. At idle vacuum connected press is 30psi. Turn the engine off and press drops to zero in less than 10 seconds.

The injectors were cleaned about 18 months ago and the fuel pump is about 2 yrs old.

Is my fuel press ok or should I be looking to replace some components. I used a direct reading guage connected to the shrader valve test port on the fuel rail.
