The Monte Carlo bar not fitting is supposed to be a common thing with a 40 year old car. You are supposed to be able to jack it up by the front cross member, and allow the car to sit for a little while. This is suppose to let the stress off the inner fender walls and should give you the clearance you need.
I should clarify I have not done this before, but swear I read it on here once upon a time...and it makes sense to me. Ryan
