it would energize in the "on" position and then again at the cranking point.

That's the way it's supposed to work. If you could hear the fuel pump will cranking though I would say that your pump died.(usually they get louder right before they die) You can try a relay first since they are cheap and easier to replace, the relay is under the drivers seat.
