Default Power Steering problems in my 70 mach I

I'm just finishing up a 3 year restoration and having p.s. problems. At first, it would only work to one side (right), I reversed the smaller lines on the control valve which made the steering wheel go crazy, I then swapped them back. It worked for a few minutes and I went on to other repairs. NOw it's not working at all. When I turn the wheel to the left or right all of the way, fluid spurts out of the filler tube. (it's really a mess) All the lines and P.S. control valve are new, the P.S. pump is not but was working correctly when I dis-assembled the car 3 years ago. I do have another pump but it has not been cleaned and has a smaller pulley and don't want to change it unless I really need too.

Any suggestions?
