Post Tips on cooling

I still have cooling problems down here in the houston heat. I have a 160 thermo, aluminum radiator, 2 electric fans, edelbrock water pump, and even use 40 below in the radiator. With 4.11 gears I run up to 210 on the freeway. Now is my problem the gears keeping the revs up too high for the radiator to keep up with? Do any of you guys have any tips of what works to keep these cars running cool? Thanks for any help
