My old 88 gt ran a 13.4@105 2.0 60ft with stock heads, stock ported intake, under drive pullies, chip, stock gutted cats, dynomax mufflers, 3.55 gears, traction bars, sub frames, homemade ram air, k&n, stock headers, electric fan, no smog pump, and an aftermarket coil "the old one died". I did this on cheap bfg 225/60/15's. So I would think it is entirely possible to even get it into the 12's if done right.

Dart iron eagle block, 4340 28oz 347 crank, 4340 h-beam rods, probe ultra light pistons canfield heads “race ported by Brent Frazier”, solid roller cam and lifters “custom grind”, kooks 1 7/8" race headers, and much more.
