I agree with PKRWUD. Someone may have changed the accelerator pump cam on you. When you get it right it should not hesitate at all.
An excellent book on the Holleys is;

Holley Rebuilding & Modifying
by Jeff Williams

It is an S-A Design book and it describes the Holley very well. It also has a "power tuning" section which is great!
