I bet you if I just ran around town with open headers I wouldn't get pulled over until someone called me in or something. There are a few guys I know that don't run anything but straight pipe and they've never gotten pulled over for it. One has I guess, because he went down a residential neighborhood at about 8 pm with it in 1st gear at about 20 mph. He had a '79 Dodge pickup with a 318, pretty big cam, 650 carb, performer intake, msd ignition...it was LOUD! Ran pretty good too....
