You need to get all the paint off!!!!!!!!! And then you need to go to your local body shop supply store and get what the call adhesion promoter!! Spray that on the bumber before you put your top coat on!! Next you need to also get what the call flex additive and put that in your top coat before you spray it! If you would like more directions in detail just let me know!
