I know what you mean... I started to strip mine before i took it off the road because it was bubbled and peeling... but thats because the jerk that painted it a few years ago didn't use flex in the primer or the paint... I got bumper stripper, but it is a pain to use... so I am pulling it off in the spring and have it bead blasted... then have it painted right...
