You are talking about an H-pipe right? not just mufflers?
A good rule of thumb: X\H-pipe will give you some gains... A cat-back\mufflers will just change the sound. You should only need mil eliminators if you're going with an "off-road" (catless) X\H-pipe. If you're going off road, I highly recommend a set of mil eliminators...
