I live in SC but I checked on the laws in NC and only certian Counties have emissions. There is about 10 counties in NC that will check weather or not you have cats or not. In south carolina they do not check even though they are illegal. I have had an off road h-pipe for a long time and they do not check. If you are in a place that does check than you can buy a h-pipe with cats and take about 30 mins before you go to get it tested and swap out the two get it tested pass and than swap it back and be ok.
