The cats may be shot, the O2's may need to be replaced, all kinds of other issues could be the culprit of failed emmissions.
Once you get that figured out, we can work on the 'NEED MORE POWER' issue you have. Enlighten us as to the mods on an 88 Saleen. Is it mostly suspension related? Or, are there major engine modifications? This will help us point you in the right direction with regard to the $1K you have to spend. E
