You didn't do 14.4 stock. Granted, a shifter and K@N are only worth 2-3 tenths together, but it's not box stock. Most run high around 15.
The 99+ has 260 hp, a 45 hp gain over the rated 215 for the 98. A "mostly stock" 99+ may have 280 hp and should be able to run 13.6 or 7 with good driving. I think 65 hp should be good for over one second in the 1/4.
