Default in-car head swap question?

What should the block surface look like before I put the heads on...I have scraped it with a razor blade and cleaned it with solvent - it is clean, but still discolored.

Is this okay, or should I clean it till it looks like machined metal?

Also - do the Fel-Pro 1011-1 gaskets need retorqueing after running?
