If the regulator fails you can certainly smell gas. The diaphram ruptures and gas is sent into the vacuum line. Eventually you might get a whiff of it. Bad injector O-rings, a broken charcoal canister or lines running to it would be more likely at fault.

If your regulator has ruptured, your car will run like total garbage.
