It may be that you are low on hydraulic fluid. Pull the back seat and pop the rubber cork out of the cylinder you see sitting there. (It's on the passenger side). Add some ATF to it and then put the cork back in.

The hardest part of the whole operation is getting the back seat out which isn't that hard.
