I don't have my rulebook handy so I can't look it up. You could try calling your local NHRA track and ask their tech inspector or swing by your local speedshop/track and pick up a copy of the rulebook. The rulebook is about $10.

I don't recall anything about 'above the frame', so I won't say for sure. I do know that the rules specifically say that if the battery is relocated from the stock position you're required to install a master cutoff switch...even if you only move the battery to another position underneath the hood.
